I started using Keyword Luv and Comment Luv on my last three sites and placed instructions on how a commenter should do a comment, and it has improved slightly. I think that once it becomes more widely known how a "do follow" comment can benefit you, it will be used a lot more by blog owners. I paid for a social bookmarking on a previous site, and quite frankly, it was worthless for SEO. This is my opinion and experience, and perhaps yours is different.
