Google adds it on its own. And that is a feature which came into existance a month back i suppose. The randomness in its display might be related to the strength of the keywords in the post which bring in more adverts. Thereby Google offering a scroll so that the other ads targetted by the post are not missed out. You don’t have to add it. Google adds it on its own.
